Over the past five years, 42% of children in facilities have been victims of direct abuse and neglect, and if family breakdown such as parental divorce, death, or abandonment is included, the number reaches 68%.

Children who have experienced abuse and neglect have emotional difficulties such as developmental disabilities, borderline intelligence, and depression.

Taking care of children and healing psychological and emotional difficulties are problems on another level.

Experts emphasize that treatment should be provided as early as possible and over a long period of time.

However, the facility says it does not have the capacity or policy support to heal the children admitted.

Policies for youth preparing for self-reliance are generally geared toward life after independence.
