There are successive cases of verbal abuse and assault by malicious complainants against public officials.

There was also an incident where a person in charge of a civil complaint committed suicide due to the persistent harassment of the complainant.

In addition, the complainant is known to have filed a total of 64,000 complaints over 8 years through the Seoul Metropolitan Government's Dasan Call Center.

Illegal acts by complainants against those in charge of handling complaints are steadily increasing.

While the damage caused by verbal abuse, violence, and repeated complaints by malicious complainants is increasing, young civil servants are leaving public service one by one.
