As revealed during the investigation, brokers directly managed the bank accounts of seasonal workers and extorted their wages.

The seasonal workers left without permission because they could not endure the broker's behavior, and after the workers left, the damage was borne by the farmers.

The brokers who met with difficulty claimed that they were operating under the permission of the local government and that they did not extort wages but rather 'kept' the wages to prevent workers from escaping.

Geochang-gun prevented the threat of illegal loans and blocked the intervention of brokers by directly purchasing airline tickets, which is the biggest reason brokers extort money, with the military budget.

Experts also urged the improvement of the system, saying that non-binding guidelines from the Ministry of Justice alone have limitations in preventing broker intervention, leaving all responsibility to local governments that lack infrastructure and information.

The 1372nd episode of 60 Minutes, which traces the identity of brokers who have taken root among local governments, farmers, and seasonal workers, and ways to eradicate them, will be aired on KBS 1TV at 10 PM on July 5.
