<60 Minutes Tracking> 5 years since the ‘Workplace Harassment Prohibition Act’ was implemented, zero responsibility for harassment remains

Since the enforcement of the law, the number of reports of workplace bullying has steadily increased, reaching 10,028 last year, the highest number ever reported.

If we look closely at the anti-harassment law in the workplace, we see that many workers are still left outside the protections of the law.

Mr. Kwon reported the matter to the Labor Office, but was told to come after conducting an 'in-house investigation' first.

This is because the Ministry of Employment and Labor's handling guidelines, which had only been the principle of 'direct investigation by labor inspectors' in cases where the harasser is an employer, were revised in 2022 to include guidance and instructions for self-investigation within the workplace.

However, an in-house investigation was conducted in accordance with the Ministry of Labor's guidelines, and as a result of the investigation, workplace bullying was 'not recognized'.

However, as a result of a subsequent investigation conducted by the Ministry of Employment and Labor, Mr. Kwon was notified that the harassment was 'acknowledged'.

In response to a request for coverage, the hospital responded to the deceased, who made the extreme choice less than a month after reporting the harassment, saying, "I was just embarrassed by the current sudden situation because I usually worked in a very bright manner."

The anti-bullying law in the workplace has been in effect for 5 years.
